The Relation between Students’ English Examination Result and English Teacher’s Capability in Teaching English
Chapter One
A. Background of the Problems
            English is widely known as an International language. Commonly, there are many reasons why people want to learn English such as, business, travelling, sport, hobby, education, etc. Almost people in the world commonly want to learn English for reason that they will be able to communicate with people in any country around the world using English as lingua franca. No matter if one cannot speak native language where he visit any country, he still be able to communicate with native tribe on that country if one masters English. That is why English is very important to master.
In recent day, English is one of important subject in any level of school. English is a compulsory subject from Elementary level to University level. Moreover, English is included to the examination, especially in high school level. The latest curriculum in Indonesia is now using school based curriculum. English is added as one of compulsory subject and is being taught from the most basic level. The pupils in Indonesia are expected to master English as early as possible so that they will be more familiar with English as a part of the globalization.
The aim of English teaching in Indonesia is to teach the students on how to communicate using English. As English is a foreign language in Indonesia, it is not that easy to teach English in formal school tough. Many problems occur in teaching-learning English, especially to those schools which have a number of limitation, whether in term of location, facilities, input students, and even the capability of the teacher to teach English. These are the common problems that mostly occur in most schools in Indonesia, especially to those which are located in suburb and moreover out of the city.
B. Identification of the Problems
            There are several problems that affect the students’ English examination resulting below the expectation. These problems may come from the input, the teacher, and even the facility. These problems are the teaching-learning process, the students’ level of proficiency, the method that is used by the teacher, and the capability of the teacher in teaching English.
            In recent day, the need of English teacher is very crucial in every school. There must be at least one English teacher for every school. At least that teacher is well-qualified and has sufficient knowledge to teach English. If we take a look at schools in most cities in Indonesia, there will be no problem in fulfil the need of English teacher. But the problem occurs when we take a look at the schools in suburb or downtown or even out of the city. To fulfil the need of well-qualified and skilful English teacher is not as easy as on those schools in the city.
It is a common that the teachers of English in most schools in those areas have no English teacher background at all on their experience or if they do, the English teacher is not skilful enough. For those who are able to speak English, one will be accepted of even being chosen to teach English, especially for the teacher. Moreover, the English teachers on those schools have dual duty; instead of teaching English, they also teach another subject. That is what happens now in most rural schools in Indonesia.
            The problem occurs, then. Let us imagining and considering this situation. If one has no skill in teaching a subject or even that one does not know how to teach that subject to someone else, what kind of students that the one will create? What things will that that one teaches? How can that one makes others understand if one himself does not understand? What if this is happening to English teacher? If English teacher does not master English well, how one will teach English? And more importantly, can one imagine how one’s students will be?
C. Limitation of the Problems
            Based on the identification above, there are many problems occur. The writer will try to focus the study on the last problem. The problem will be emphasized on this research, that is, the capability of teachers in teaching English.
            Based on brief explanation above, the writer is trying to find a connection or a relation why most students in rural area have insufficient or under KKM result in examination, especially in English subject. Is the only problem come from students themselves? Does teachers capability in teaching English have any contribution to the problem? Note that students are always become a victim. The students have to pass the hard time in preparing examination while teachers try to reach designation point that must be reached.
D. Formulation of the study
            There are several questions that the writer is focused onto this research. These questions are:
1. Does the teachers capable enough?
2. Is there any relation between teachers’ capability and the students’ exam result?
E. Purpose of the Study
            The purpose of this study is to find whether there is any relation that affect students’ examination result related to the capability of the teacher. So that this research can be used in further study or even as the basic source for further action.
F. Significant of the Study
            Based on this research, the writer are expected this can be useful both as the basic knowledge for the further research and further action as well. Those who will take the advantage based on this study are:
1. Teachers, the writer expect that all of English teachers in Indonesia develop themselves as a part of their career in term of professionalism.
2. School, the writer also expect that schools, especially in rural area can improve their educational system and develop their teaching staff through seminar, PLPG, and the like.
3. Government, this research can also be used as a clear proof that the educational system in Indonesia still needs much further developing and improvement in many aspects, especially teachers. Also, this can also be used for further action like establishing a new curriculum, improving teachers, and so on.
4. Students, it is clear that the students will also get some advantages that they are not the only one who get accused because of the case. At least they will not be a victim anymore. And they can get sufficient service in learning.

Chapter Two
Review of Related Literature
            As it has been presented in Chapter one, the purpose of this study is to find any relation between under KKM result of Students’ English Examination and English Teacher’s Capability in teaching English on rural area school. In this chapter, two topics will be discussed that are related to the focus of the study.
A. Definition of the Related Problem
Teacher
            Hughes (1993), asserts that teachers are the most visible participants in wash back study. Harmer (2007) states that one characteristic of a professional teacher is one able to make a good lesson plan. If one can make a clear and understandable as well as its content fulfil the needs of what have to be taught, one can be categorized as a professional teacher. Through a lesson plan, one can imagine what will happen in the classroom, what that one should do, and the like. Furthermore, Harmer (2007:109) adds that our ability to teach language effectively will depend on to a large extent on the rapport we establish with our students, and our own level of knowledge and skill.
Students
Kemp (1977) claims that the centre of teaching and learning process is learners, therefore, they have to be involved in almost all the phases of the classroom interaction from planning to evaluation.

B. Conceptual Framework









Chapter Three
Research Method
A. Research Design
Because this study is emphasized to find any relation between students’ exam result and teachers’ capability, the method that most suitable to the study is that Correlational research. The writer will only focusing on the relation of the issue without paying attention on any other problem that related to the issue like what factors that caused the issue, what further action can be used to solve  the problem, or else.
B. Research Setting
            The data will be taken from the study on some high schools in Kampung Laut Cilacap as one of rural area that is covered by sea. It takes two hours through land road or a half hour by boat. The school that will be studied is SMP N 9 Cilacap, because it is the only school there and the result of the examination for the late three years was not very satisfied.
            The data will also be taken from the study on other schools in other parts of Cilacap region. The next schools that will be studied are SMP N 1 Patimuan and SMP N 1 Kawunganten. Those schools are chosen because of the location that quite far from the capital of Cilacap region and most importantly the examination result for the late three years that can be categorized as an unsatisfying result.
C. Data Collecting Method
            Since this is a correlational research, the data that will be studied are in the form of an investigation report at the schools that already mentioned above. The researcher will investigate the result of students’ examination result for three years by examining the examination rapport on those schools, the educational background or the training of the teachers at those schools by asking to the staff who in charge to the matter and read an educational biography of the teachers of those schools, and the method that is used in those schools by observing the teaching-learning process in the classrooms.
There are some steps in collecting the data. These are:
1)      Identifying the problem area to be investigated.
2)      Make a list of questions to be answered.
3)      Review of related research literature.
4)      Investigate students’ examination rapport on those schools.
5)      Find the data about teachers’ educational background on those schools.
6)      Observe the teaching-learning process in the classroom.
7)      Review the data.
D. Research Instrument   
Since this research is a naturalistic research, the instrument that will take part in this research are the researchers themselves. The researchers will gather the data and then analyze them to find the answer of the problem that is being investigated.
